The Legacy of Agent Orange

During the Vietnam War, millions of gallons of Agent Orange were sprayed across regions of the country to destroy forest cover used by guerillas. It contained the dangerous dioxin TCCD.

On this day in 1984, a $180 million out-of-court settlement was announced in the Agent Orange class-action suit brought by Vietnam veterans, who argued that exposure to AO had caused various cancers, birth defects, and other chronic diseases. The settlement came to government benefits of about $1,500 a month until 1997. Yet many Vietnamese victims who also suffer greatly have received nothing from the United States since the end of the war.

Lockerbie case may be reopened

Mr Swire, who speaks on behalf of some victims' families, says the US was keen not to blame Iran and Syria because it needed their support, first to gain the release of US hostages in the Middle East and later as it built a coalition to fight the first Gulf War against Iraq in 1991.

Chavez: Prepare for war with U.S.

Last September, in an address to the United Nations General Assembly, Chavez referred to President Bush as "the devil," accusing the U.S. of being a hegemonic world power seeking global domination.

"The American empire is doing all it can to consolidate its system of domination. And we cannot allow them to do that. We cannot allow world dictatorship to be consolidated," Chavez warned.

The Delphi Technique: How To Achieve A Workable Consensus Within Time Limits

A specialized use of this technique was developed for teachers, the "Alinsky Method". The setting or group is, however, immaterial the point is that people in groups tend to share a certain knowledge base and display certain identifiable characteristics (known as group dynamics). This allows for a special application of a basic technique. The "change agent" or "facilitator" goes through the motions of acting as an organizer, getting each person in the target group to elicit expression of their concerns about a program, project, or policy in question. The facilitator listens attentively, forms "task forces," "urges everyone to make lists," and so on. While she is doing this, the facilitator learns something about each member of the target group. He/she identifies the "leaders," the "loud mouths," as well as those who frequently turn sides during the argument [not equal] the "weak or non[not equal]committal."
