The chances of a terror attack on a major city somewhere in the world using weapons of mass destruction are better than even, according to a task force mandated by the U.S. Congress, The Washington Post reported in its Tuesday edition.

The last thing the world needs now is a unilateral attack by India on suspected terrorists inside Pakistani-held territory. While such an attack may seem morally similar to US attacks against Al Qaeda and the Taliban inside Pakistan, the history of war between the two neighbors - three since 1947 - would argue against such provocative action that could lead to nuclear war.

Consider how a city looks to a terrorist seeking targets.

There's the airport — inviting, but heavily secured. There's the U.S. Embassy, perimeter guarded by crack local forces and Marines.
"There is obviously a trend for hotels to be targets," said Christopher Newberry, general manager of the Serena Hotel in Kabul, Afghanistan.

The reports are sure to further enrage Indians angry at the Government's response to the attacks and revelations they had information inbdicating Mumbai was a target.
